<p>Dear All,</p>
<p>I reformatted the spreadsheet, and checked it for Tamás' numbers
(except non-voters). It seems to me that all double voters voted
to Bokros Ferenc. So the following algorithm can work:</p>
<ul>
<li><b>Ferenc adds only the non-double voter students</b></li>
<li><b>Everyone else adds all his new students (including double
voters).</b></li>
</ul>
<p>The result is more or less uniform distribution (except for
Charles, which is expected).</p>
<ul>
<li>We then do a second round, maybe after the Friday meeting,
where we check the constraints, and then delete students from
their old teams.<br>
</li>
</ul>

I also think it's fair to expect none of the students attend two labs at the same time (also who will review their exams?), so I guess we should delete them from the old labs and keep track of deletions.
This fixed point approach seems tricky, so make sure you suggest any ideas you have on handling this.
