This seems to be a client side issue. In Thunderbird, I have "Reply 
List" and "Reply All" buttons, both are copying the mailing list address 
to the /To:/ field in the header.

(They have the same effect when sent: If both the list and some list 
members are among the recipients, the list will not forward duplicates 
to the list members.)
